Project Description:
This project proposes to add managed lanes to the I-95 corridor from north of 6th Avenue South to north of State Road (SR) 704/Okeechobee Boulevard, a segment of approximately 6.6 miles. Interchanges within the study corridor include 10th Avenue North, SR 882/Forest Hill Boulevard, US 98/SR 80/Southern Boulevard, Belvedere Road, and SR 704/Okeechobee Boulevard. Corridor limits fall within the municipalities of Lake Worth, West Palm Beach, Lake Clarke Shores, Glen Ridge, and Cloud Lake. The project is adjacent to the PD&E Study for the southern segment of I-95 Managed Lanes in Palm Beach County (FPID 444202-1).
Within the project limits, I-95 is functionally classified as an Urban Principal Arterial Interstate. Additionally, I-95 is an emergency evacuation route and a part of the State's Strategic Intermodal System (SIS) and the National Highway System (NHS).
The new typical section will consist of eight 12-foot general purpose lanes, four 12-foot managed lanes, zero to two auxiliary lanes with 9 - to 13-feet of widening in various locations, and a proposed 2-foot barrier. Due to high traffic to and from US 98/SR 80/Southern Boulevard, it is proposed to improve the I-95 with SR 80 interchange and access connections to Palm Beach International Airport (PBIA). This project will include a direct connection from the I-95 northbound managed lanes to the westbound SR 80 high-speed through lanes; and a direct connection from the eastbound SR 80 high-speed elevated lanes to the northbound I-95 managed lanes. The posted speed limit is 65 mph throughout the corridor.
Logical Termini:
The logical termini for this project are:
- I-95 from north of 6th Avenue South to north of SR 704/Okeechobee Boulevard (MP 20.9 to MP 27.5).
Purpose and Need:
This project's main purpose is to increase capacity by adding managed lanes in each direction on the I-95 segment between 6th Avenue South and SR 704/Okeechobee Boulevard and to alleviate congestion within the I-95 with SR 80 interchange. Additionally, it aims to find improvements to the issues that impact roadway traffic. These issues may include capacity, modal interrelationships, and safety.
Project Status:
This project is included in the Palm Beach County Long Range Transportation Plan (LRTP) and the Palm Beach Transportation Improvement Program (TIP) (FY 2021 - 2025). Additionally, it is covered by the FDOT Work Program, the FDOT State Transportation Improvement Program (STIP), and the FDOT Strategic Intermodal System (SIS) Funding Strategy First Five-Year Plan (FY 2021/2022 through FY 2025/2026).
Scope of Work:
- Increase capacity/improve level of service
- Convert the existing High Occupancy Vehicle (HOV) lane to a Managed Lane (ML) and add a second ML
- Include a 4-foot delineated buffer, a 2-foot median barrier wall, and auxiliary lanes
- Evaluate ingress and egress access points for the ML
- Alleviate congestion
- Enhance safety and operations
- Minimize right-of-way impacts
- Improve multi-modal interrelationships
- Facilitate emergency evacuation
- Provide new direct connect ramps at the I-95 with SR 80 interchange
- Upgrade corridor tolling and Intelligent Transportation Systems (ITS)
Construction Impacts: TBD
